Sudhir Prasad (BT/ME/79)

Sudhir Prasad is an IAS officer of the Jharkhand cadre and presently serves as the Director General, Administrative Training Institute, Government of Jharkhand. He is credited with spearheading numerous initiatives and bringing in change at the grassroots level including piloting aerobic and anaerobic bio toilet facilities in the state for the first time; launching “go green” initiative during his various tenures and developing a code book of sustainable practices in judicious usage of resources. In 2015, IIT Kanpur conferred upon him the Distinguished Alumnus Award for management excellence in public governance.

Profile

Mr. Sudhir Prasad obtained his B.Tech. in mechanical engineering from IIT Kanpur in 1979. After a brief tenure with the Steel Authority of India Limited (SAIL) and the Indian Railways, he joined the Indian Administrative Services (IAS) in 1981. Throughout his career, he has been at the forefront of several significant techno-managerial interventions that have resulted in enhancing people-centric development initiatives in Jharkhand. His work has primarily entailed using technology to facilitate rural development, government system reforms, institution building and capacity building of rural communities.

While serving as the Deputy Development Commissioner, Hazaribagh, between 1985 and 1987, Sudhir conceptualized a dedicated self-employment generation program supporting a large number of households to achieve sustainable livelihood security. It involved providing training facility under training rural youth for self-employment (TRYSEM). He was then involved, from 1989 to 1993, in successful computerization of the government treasury in Siwan and Ranchi districts of the then Bihar state. As it led to a speedy submission of treasury accounts, the initiative was replicated across the state.

Between 1990 and 1993, Sudhir served as a Deputy Commissioner, Ranchi and helped restore 500 acres of land to tribal families. After creation of Jharkhand, he commissioned a detailed study on the factors negatively affecting primary education in the district as Deputy Commissioner, Hazaribagh. In 2001, he took charge as Secretary, Energy Department, Government of Jharkhand where he was instrumental in setting up the Jharkhand Electricity Regulatory Commission and Jharkhand Renewable Energy Development Authority. From 2007 to 2010, he served as the Principal Secretary, Department of Registration, GoJ. While serving there, he digitized the entire land registration procedures. The real-time registration process, a first in the country, reduced the property registration time significantly. The innovation increased the state’s annual revenues from registration by 38% annually. For the next five years, he was the Additional Chief Secretary to the Department of Drinking Water and Sanitation (GoJ), and started a Water, Sanitation and Hygiene (WASH) scheme involving local community in decision making. He has developed a set of protocols for hydrogeological study in the most challenging eco-geographical locations. This has proved beneficial in indicating water availability before any water supply scheme is sanctioned.

Currently, Sudhir Prasad serves as the Director General, Administrative Training Institute, Government of Jharkhand.
